The Queen invited the Sussexes for her Platinum Jubilee celebration and the family is set to fly to the UK for the same. However, everything was discussed beforehand. According to Omid Scobie, who wrote a biography on the Duke and Duchess of Sussex, Harry and Her Majesty discussed the idea of Harry not being there for Trooping the Colour on June 2 at the Mall in London.

The balcony is for royals
The Duke and Duchess of Sussex say they will return for the four-day party marking the Queen’s 70 years on the throne, and bring their children, next month. Nervous courtiers and aides have yet to finalise which events they will attend. Amidst this, Scobie claims that Prince Harry and Meghan Markle never wanted to appear on the balcony of Buckingham Palace with the Queen for her Platinum Jubilee celebrations. Speaking to Yahoo! News, he confirmed:
As is often the case, the reality is much less severe when you hear that Prince Harry had already spoken with his grandmother about the possibility of not attending Trooping the Colour long before last week's announcements.
Harry and Meghan wanted to attend the National Service of Thanksgiving at St Paul's Cathedral, despite not wishing to appear on the balcony.
Second appearance, maybe?
This comes after Her Majesty announced that only working royals will be present on the balcony during Trooping the Colour, which automatically excluded her favourite son Prince Andrew and the Sussexes. However, there may be a second balcony appearance that would include the entire family. Meaning, Prince Harry and Meghan Markle may just be on the balcony, just not during the Trooping the Colour event on June 2.
All members of the Royal Family, particularly Prince William, who has been deeply hurt and upset by Harry's behaviour, are unlikely to agree with the Queen's decision. However, sources stated there was little doubt that everyone would put their feelings aside for the monarch's sake.
