The person honking the horn did so repeatedly, almost anxiously. It wasn't a circulation issue... it was someone asking for help. Since this area doesn't have much traffic, especially at this time of year, the concerned local decided to go towards where the honking was coming from.
The man, who expected to find something as simple as improper parking, found the car the honking was coming from and couldn't believe his eyes. In a vehicle, a woman was handcuffed and had a rope around her neck that was suffocating her. The woman was hitting her head against the steering wheel; the scene was very distressing. He did not waste time immediately calling the police.
When the police arrived, they released the woman and prepared to listen to a tale of kidnapping or violence. But no, what led the woman to nearly lose her life was much simpler. Needless to say, she was quite embarrassed.
